Given that Llanelli are now thro to the Cup Final, and that they will certainly win the league, I think we have a problem should Newport YMCA beat Bangor in the other semi. As losing finalists the lads from the YMCA would be nominated as the first of the two Welsh representatives in the UEFA Cup. But, almost certainly, they don't have a Euro license. Not the ground license - which could be overcome by playing at another ground - but I would not imagine that they have applied for a Euro license as a club.
If the League Runners-up can't be nominated for the UEFA Cup (be it no license or already qualified via the Cup) then the next club down can be nominated. For the Inter-toto Cup, I'm sure that the English FA have nominated any club which would take part - as far down as Fulham who were about 13th in the league that year. For qualification via the Cup, however, I'm fairly certain that UEFA will accept only Cup Winners or losing finalists - NOT losing semi-finalists. I don't think that qualification via the Cup can be transferred to an extra place for the League either. In other words, if the YMCA reach the final and do not have a license, then we just lose a place altogether which could have a bearing on future representation also.
